Whistleblower survives hit and pens open letter to President Ramaphosa

Patricia Morgan Mashale says she survived a second hit after exposing corruption

Whistleblower Patricia Morgan Mashale has penned an open letter to President Cyril Ramaphosa after she survived a hit on her on Sunday. Mashale is one of the whistleblowers who exposed corruption in SAPS Free State."This is how we are going to roll Mr President? Hitmen tried to kill me tonight (Sunday) and we both know who is behind this second attempt on my life. Let me put it on record now for the whole world to know," the letter reads.

BEGGING FOR PROTECTION

Mashale said she has been pleading with Ramaphosa for protection as she is a certified whistleblower. "I blew the whistle on massive corruption in SAPS, implicating Minister Bheki Cele. I do have proof. South Africa and the global world, should anything happen to me, please put it right in front of the door of Ramaphosa. Arrest him and charge him with my murder because he will be an accomplice in my assassination. Should anything happen to my children or any of my family members, please arrest and charge Ramaphosa because he would have killed my family," the letter continues.Mashale said that she  will not die in vain like Babita Deokran. "I have already provided all my documentary evidence to media houses and there are reporters whom I instructed to release everything in the public should anything happen to me. Bheki Cele, the National Commissioner, SAPS top management,SSA, Crime Intelligence are all heavily implicated and all the evidence is with the reporters, ready to be released."

SEIZURE OF HER PHONE

Mashale says that on 14 October 2021, her phone was unlawfully seized on instruction of SSA to access her files, according to the letter. Mashale said she was still awaiting the report from the office of the Inspector General of Intelligence into that investigation that was conducted by Noma Buthelezi appointed by former Inspector General of Intelligence Sethlomane Dintwe. "Noma disappeared after she informed me that Zizi Kodwa issued instructions that my phone be seized. I called Zizi Kodwa and confronted him about this. The agents of SSA, informed me that they got instructions from Ramaphosa to get information from me regarding ministers in his office. After the unlawful seizure of my phone, they couldn't manage to get access to my files, although they tried to hack into my account. I have proof that Kodwa met with me and George Mashale in April 2021 at the Engen Garage on the N1, it was a Tuesday morning after we dropped my son at the boarding school in Trompsburg. He informed George that he was sent by  Ramaphosa to get information on ministers in his office who wanted to sabotage him. According to Zizi, Cyril wanted to get rid of these ministers. He wanted information on Fikile Mbalula and Pule Mabe. We told them that we only have information on Bheki Cele and provided information," the letter reads.

REFUSAL TO RELEASE REPORT

Mashale said she was still awaiting the report from the Executive Director, Jennifer Ntlatseng into the allegations that the Deputy National Commissioner of Human Resource Management in SAPS, Lt-General Lineo Ntshiea is a Lesotho national. "We have proof that Ntshiea was born in Lesotho and has been protected by Cele. According to Ntlatseng, her office is done with the investigation and Cele refuses to release the report. I have sent an email to her to release the report to me and she hasn't responded yet. Two weeks ago Cele sent and investigator of IDIP to George Mbathu, who initially blew the whistle on. Ntshiea on which the signature of Thuso Keefelakae the chief investigator of IPID's signature was forged.

ACCUSATION OF NEPOTISM

Mashale further said:"He called Mbathu and confirmed that it was not his signature on the two paragraph report stating that Lineo Ntshiea was born in Matatiele. I have the details of this investigator of IPID and Thuso Keefelakae advised Mbathu to go and open a case against her. He also registered Mbathu for a reward into the information about Ntshiea. You only get rewarded if your information was confirmed, meaning that Ntshiea is indeed from Lesotho and Cele is hiding that report and would probably classify it like all other previous damning reports implicating him. All along they claimed that Ntshiea was born in Welkom now all of a sudden it's Matatiele. I have a list on Lesotho nationals who were appointed as senior officials in SAPS by Ntshiea. I have a confirmation letter by Department of Home Affairs that their ID numbers do not exist on the Home Affairs systems." Mashale said  all of their appointments were signed by Ntshiea."Lineo Ntshiea's birth name is Lineo Nkhoua. Apparently she married a man with the surname of Ntshiea but there is absolutely no information about him anywhere. She recently also appointed her sister as a Brigadier at SAPS Head office. Her daughter, who is also a captain in SAPS, received a monthly stipend from SAPS as in intern while she was a full time student at the University of Cape Town. She never reported anywhere at any workplace in SAPS as required from the interns. Ntshiea used SAPS as NSFAS for her daughter and appointed her as warrant officer immediately after she completed her studies. They later issued an official letter stating that she was in intern in Cape Town but they never specified where because it was a blatant lie. A criminal case was opened against Ntshiea for this fraud but IPID never investigated the case. Bheki Cele made sure of that. I have the case number," the letter reads.

R54 MILLION DEFRAUDED

Mashale further made scathing allegations  that suspended Provincial Head of Free State Crime Intelligence is a Zimbabwean national. She is the one who told the former Inspector General of Intelligence that they only appoint their children in Crime Intelligence because they are of a better breed and trustworthy. She was arrested along the former National Commissioner, Kgomotso Phahlane for defrauding SAPS of R54 million. She is on suspension with full salary and the laptop and cellphone of crime intelligence, meaning that she still have full access to the information of our state security. Her Brigadiers in Free State are staying in state owned houses and are utilising the vehicles of secret service for their own personal use and also claim travel expenses from the state. "Makhele was previously the National Head of Crime Intelligence, responsible for security clearance. She afforded security clearance to all these criminals in Crime Intelligence. She was deployed to Free State after she was arrested for corruption with Phahlane. Major -General Agnes Makhele's, birth name is Agnes Mojo. She married the provincial head of communication in Free State, Brigadier Mothantsi Makhele," the letter reads.

MEETING WITH CELE

Mashale further said Ntshiea is the Deputy National Commissioner of Human Resource Management in SAPS. "Cele called me in April 2022, after I exposed him on Power FM and informed me that he wasn't aware of my situation. He asked if we could meet in Pretoria on his return from Cape Town, he would arrange my travel and accommodation to Gauteng on condition that I came alone. I told him that he is a Minister of lie. Since I reported corruption to him in 2009, when he was still the National Commissioner. He also hid that report and promoted everyone I implicated in corruption. I told him I will meet with him on my terms and conditions in Bloemfontein where I feel safe and secure.  He never called me back on that Wednesday as promised. Why did he want me to go to Gauteng alone? I still have proof of that call date and time.This is the kind of corruption that Cyril Ramaphosa and Bheki Cele doesn't want the world to know,so the obvious choice is to get me killed. Whoever ordered the hit on me, it's on  Ramaphosa's head," the letter reads. Attempts to get comment from Ramaphosa spokesperson Vincent failed as his phone.unanswered.Text and WhatsApp messages were sent but he did not respond.
