A fourth suspect has handed himself over to the Hawks for his alleged involvement in the R14 million University of Johannesburg tender fraud. After handing himself over to the police, a company director, Collin Hundermark (49) subsequently appeared in the Specialised Commercial Crimes Court sitting in Palm Ridge Magistrates court.
Hawks' spokesperson Colonel Katlego Mogale said Hundermark' s company was one of the companies that were appointed to provide services to the university which never happened even though they were paid. Mogale added that the former University Chairperson, Roy David Marcus (76) handed himself over to the police at the Johannesburg Serious Commercial Crime Investigation Unit on Friday, 13 October. "It is reported that Marcus together with his two accomplices colluded together by submitting invoices to the university for services that were not rendered by the service provider, however the money was approved and paid by one of the accomplices without proper procurement procedures being followed to appoint the three companies involved. Marcus did not have the delegation or authority to approve such payments thus breaching the Code of Conduct of the University of Johannesburg," said Mogale.
Mogale added that Marcus and his accomplices misrepresented themselves to the university. "Marcus was arrested following two other accused, vice chancellor of finance, Andries van Schoor as well as Adreas Spilhaus, a director of a company called Clarify Investment Corporation who were arrested on 30 August 2023 and since appeared in court then released on a R10 000 bail each." Mogale said, adding that Hundermark will join Marcus, van Schoor and Spilhaus at the Specialised Commercial Crimes court sitting in Palm Ridge Magistrates court on the 04 December 2023 for docket disclosure.
